Albania, from the largest continental onshore oil reserves in Europe, to the new bridge between the Balkans and Italy, by Dr Lorenc Gordani Petroleum and Gas Production: 1.4 mln ton/year Patos-Marinza Oil Reserves: 200 mln barrels Estimated Oil Reserves: 500 mln barrels   Albania’s long history of oil production dates back some 2,000 years, when the Romans mined bitumen in the southwest (Apollonia, today the city of Fier) to caulk their ships. The first wells were drilled in the early 1900s, with Rockefeller's Standard Oil and the predecessor of BP, Anglo Persian Oil Company, leading the expansion of Albania’s oil industry. In 1932, the largest European onshore oil field was discovered at Patos-Marinza, now operated by Bankers Petroleum. Crude oil production in Albania in 1929 was 750 tons of crude…

Investment rights between small and big hydro’s in WBs, Dr Lorenc Gordani, 20th June 2017

The differences in investment granting rights between small and big hydro’s in WBs, Dr Lorenc Gordani, 20th June 2017 The differences, by the legal prospective, are that the smaller HPP have to follow more accelerate procedures, less burdensome documents but also guarantees! There are mostly granted without competitive procedure, for longer durations, with a more role of local or regional authorities in the decision-making process, etc. Then taking by example the Albania, the HPP above 2MW are given in PPP and that below or less important technologies (referring to them up to now out of the priority like any size of solar, wind, biomass, etc.) only with authorization. However, it is important the highlight on an heterogeneous situation: in all the EU Balkans countries, is made use most of permits…

Procurement procedures for HPPs contracts in Montenegro, Dr Lorenc Gordani, 19th June 2017

* Highlights, Article, Informacion, Publications, Researches
Procurement procedures for HPPs contracts in Montenegro, Dr Lorenc Gordani, 19th June 2017 Montenegro has rather high natural hydropower potential and accordingly a significant number of hydropower generation projects in the pipeline. The state has quite limited potential to develop projects on its own. The generation incumbent EPCG also does not have any plans to develop new large HPPs. There are potentially two procedures for developing electricity generation objects in Montenegro. The Law on Energy provides for the authorisation procedure and a public tendering procedure. The authorisation procedure is only possible for electricity generation facilities not exceeding 1 MW of installed capacity. On the other hand, Energy Permit is not required in case of developing electricity generation facilities constructed as a result of an organised public tender. Further, since the…

Authorisation Procedure for Construction of New HPP in Kosovo, Dr Lorenc Gordani, 18 June 2017

Article, Informacion, Publications, Representation, Researches
Authorisation Procedure for Construction of New HPP in Kosovo, Dr Lorenc Gordani, 18 June 2017 In Kosovo, all formal conditions for hydropower generation development, including institutional framework and necessary legislation exist, but there are no mature projects in the pipeline. HPP Zhur I and II (262+43 MW) are part of the NREAP and are expected to be developed by 2020, however, there has not been any progress since completion of the WB-supported feasibility study in 2009. The process for construction of new generation capacities in Kosovo is implemented by the ERO (article 43 of the Law on Energy Regulator) in accordance with the authorisation procedure. However, according to article 44 of the same law, tendering procedure for construction of new capacity can be authorised by the Government, if ERO issues…

The granting rights of the hydropower plants in Serbia, Dr Lorenc Gordani, 15th June 2017

* Highlights, Article, Informacion, Publications, Researches
The granting rights of the hydropower plants in Serbia, Dr Lorenc Gordani, 15th June 2017 Hydro power potential in Serbia, at least hydropower potential that can be exploited by large HPPs, has been substantially developed. The most effective and most efficient hydropower generation projects have been executed and these plants are operational giving tremendous support to the electricity generation mix in Serbia. The remaining potential for development of major HPPs is limited to certain joint ventures with ERS from BiH at Drina river, as well as some cascades of SHPPs in central Serbia. These projects are a bit more complex to execute compared to the already completed ones. The Law on PPPs and Concessions , in its article 11 stipulates that: “A concession may be granted for the purpose of…

Article, Informacion, Publications, Representation, Researches
Main terms of Hydropwer Concessions Framework in Macedonia, Dr Lorenc Gordani, 15th June 2017 A series of unsuccessful attempts in the former Yugoslav Republic of Macedonia to contract strategic partners for the development of HPPs Galište and RHPP Čebren, the two biggest HPP projects in the pipeline, is a good incentive to take in analyse the main tern of concession. Prior to commencing the procedure for PPP or concessions for goods of public interest, the contracting authority prepares the feasibility study which serves as the basis for granting a decision for tendering out the concession/PPP. In cases PPP is established or partially involves existing facility, the procedure used is the one as outlined in the Law on Public Procurement, being in line with EU directives in this area. That said,…
