HPP Kalivaç a strategic project for Albania energy sector, Dr Lorenc Gordani, May 31, 2017
Ministry of Energy and Industry as contractual authority has open a public tender with the object construction through concession of the hydropower plant “Kalivaç”. The construction of the hydropower plant with a dam, will take place thought contract type B.O.T (Construction – Operation – Transfer), near the village Kalivaç, along the downstream of the River Vjosa, from the quota 113 m.a.s.l. up to the quota 73 m.a.s.l.
The Kalivac hydropower plant on the river Vjosa will be given in concession to private/public partnership to produce power for the national grid over a period of 35 years. The project includes the construction of a dam along, and is one of the largest HPPs over the last 30 years.
Currently, the electricity generation sector in Albania is 100% hydropower based. Accordingly, Albanian electricity sector stakeholders have considerable experience from their hydropower generation development and operations activities. The Vjosa River springs in Greece, in the mountains of Zmolenka and Ago of the range of mountains of Pindi. The watershed surface of this river outside the state territory of Albania is 2341 km2.
The selection of the winning bidder shall be made based upon an open competition procedure, according to the specified qualifying and evaluating criteria. The ministry has set six criteria for the concession – the value of the concession fee, ecological and social effects, installed power, project completion period, connection to the national power grid and an assessment of the work carried out by the previous concession holder.
