Based on the Power Sector Law, the Council of Ministers adopted in July 2016 the Market Model which paves the way towards creating the Albanian power exchange. Concessions and the other forms of PPPs by Dr Lorenc Gordani, 11th March 2017 In Albania, the concession concept is to an extent more developed than public-private partnerships, given that it has been earlier regulated by the legislation, whilst the PPP concept has only recently been introduced in the Albanian legislation. For this reason, concession contracts have a more consolidated background and have been used more often by the public administration. Instead, based also on business practices, during recent years, a broader concept of public private partnership has been used. There is no universally recognized definition of public-private partnerships and governments across the world describe them in varying ways. The Government has submitted in Parliament two trade agreements for a loan allocation from the Federal Republic of Germany for solid waste management in the region of Vlora amounting to 22 million euro. The budget of local government units for waste management is said to be limited, and it is provided by the collection of taxes for waste, known as “cleaning fee”, which is set by local governments according to local tax laws. The government argues that needs for financing this sector are enormous. “The National Strategy and the National Plan for Waste Management” claims that the country needs about 150 million euro of investment in infrastructure in the sector, and 50 million euro per year for management. Croatian PXs joins Western Balkan 6 market integration initiative, ECS, 02 March 2017 On 1 March, the Croatian Power Exchange, CROPEX, signed the WB6 Memorandum of Understanding on Regional Electricity Market Development and declared its willingness to participate in the day-ahead electricity market integration project. CROPEX will join the Programme Steering Committee on day-ahead market integration, whose task is to address all measures and steps needed for going-live of functioning day-ahead markets in and between the signatory countries. The aim is to establish coupling of national organised day-ahead markets with at least one neighbouring WB6 or EU country by July 2018.
