Germany requests Dispute Resolution and Negotiation Centre to facilitate negotiations between electricity transmission system operators of Serbia and Kosovo*, ESC, 13 September 2017 The Government of the Federal Republic of Germany, represented by the Ministry for Economic Cooperation and Development (BMZ), requested the Energy Community Secretariat’s Dispute Resolution and Negotiation Centre  to facilitate negotiations between Serbia and Kosovo* on the long-standing dispute between EMS and KOSTT. The BMZ is particularly concerned about this dispute frustrating investments in the energy sectors in the region and blocking the integration of the regional energy market in the Western Balkans. The Secretariat has mediated the resolution of the bilateral disputes between EMS and KOSTT before, which resulted in the conclusion of two bilateral agreements. Albania's Ministry of Energy on Friday in Tirana unveiled a preliminary feasibility study for a proposed Ionian-Adriatic gas pipeline (IAP), hoping the EU may fund construction of the section of the pipeline between Albania and Montenegro. Damian Gjiknuri, Minister of Energy and Infrastructure, said Albania had a strong interest in the pipeline project, which could help gasify the country. The Trans Adriatic Pipeline (TAP) is now more than 50% completed, nearly 16 months after construction began. This includes all engineering, procurement and construction scope. As of early-September 2017: TAP remains on its journey to deliver world-class health and safety performance across Greece, Albania and Italy. To date, our teams have collectively worked over 16 million manhours and driven approximately 43 million kilometres without a major incident. TAP’s contractors have cleared approx. 70% of the project route in Greece and Albania (539km out of 765km). Also, over 45% of welded steel pipes are already in the ground (backfilled). OSHEE buys 20 mln euro of power supply, 6% less than needs, SCAN, 31 August 2017 The Electricity Distribution Operator OSHEE has concluded the power purchase procedures for September, while the amount spent goes to 20m euros. After closing the negotiations, the company managed to buy 271,620 mwh or 6% less than the required quantity. OSHEE claims that it negotiated with ten companies for the purchase of energy, of which 9 were accepted and, although as in no other time, the negotiations continued for another five rounds, the entire quantity could not be obtained. Meanwhile, the amount demanded by OSHEE was 288,600 MWh, while the remainder will be required to the Albanian Power Corporation.
