Report Release: “Legal Granting Issues of Hydroelectric Resources in the Western Balkans” by EuroElektra / Dr Lorenc Gordani, 22nd August 2017

Tirana, on 22nd August 2017 – ESC Adriatic has release the executive report, on “Legal Granting Issues of Hydroelectric Resources in the Western Balkans”, prepared by EuroElektra and ACERC under the scientific direction of Dr Lorenc Gordani.

The purpose to get an overview on the strategic development of hydropower sector makes inevitable the in-depth analyses on the legal framework. The WB6 countries are signatories and obliged to implement the entire EU legislative framework in their energy sector.

In more, to replay to the concerns related with the Public Private Partnership (PPP) it is focus in an assessment of the main terms of the agreements based in the regime of PPP. The all accompanied with an overview of the main features of PPP as a regime to protect the investment and mitigate the impact of variables occurring on time.

The above, is integrated with pro e cons consideration, offering our point of view on the managements issues that may rise by the changes of the regulatory framework and other conditions that occur over the times.

The main features of report have been already published along the Webinar “The Investment Potential of Balkan Hydropower”, on 20th June 2017, organise by Vostock Capital. An event conceived as an overture of the “Hydropower Balkans 2017”, to be kept, on 15-17 November 2017, Podgorica, Montenegro.

This report is part of a wide empiric work, overtake within strategic working programme, and with purpose to give a qualified contribute to the market liberalisation and regional integration as well as the build-up of sustainable model of the energy market.
