On 16 Mar 2017 the ECS published the first issue of Energy Community Connected - News across the Energy Community Region. This new initiative is designed to provide up-to-date information and analysis of energy issues with high relevance for both the Energy Community Contracting Parties and EU Member States. The geographical focus of this newsletter reflects Title III of the Energy Community Treaty, under which the Energy Community may take measures to create a single energy market. Energy Efficiency is often described as the  biggest energy resource, the “first fuel”, as it is competitive, cost effective and widely available. First, in Albania, the 2015 Energy Efficiency Law introduced the ESCO concept and energy performance contracting. Then, it was followed with Law on Energy Performance of Buildings, adopted by the Parliament in November 2016. Nevertheless, the by-laws and methodologies, etc. to be adopted by the Ministry of Energy and Industry (MEI) are still under development. On 15 Mar 2017, ESC issues Reasoned Opinions against Albania and Bosnia and Herzegovina for non-compliance with rules on energy efficiency. World Bank loans Albania $100 mln to enhance lending flexibility, Scan TV, 15/03/2017

Albania has been granted a new loan of 100 million dollars from the World Bank intended to support the strengthening of the financial sector. The decision was approved by the Board of Executive Directors of the Bank. Beneficiaries of the loan will be banks and savings and credit associations, while the main aim is to enhance the flexibility of their lending to the economy. After the loan approval in Washington, World Bank Director for Western Balkans Ellen Goldstein said that reforms supported by this project aim to address the current vulnerabilities of the financial sector by increasing its flexibility. The electricity have significant impacts on the developments of the all economy. The prices of which depends on energy costs including those related to grid costs and services, environmental policy, renewables (such as feed-in-tariffs), the stranded investments, back-up and reserve as well as profit margin. The Albania actual electricity prices before tax (VAT) for services is 14 Lek/kWh (10.37 Euro cent/kWh) while for households is 9.5 Lek/kWh (7.03 Euro cent/kWh) then the average price is 11.75 Lek/kWh (8.7 Euro cent/kWh). In regard of the variables prices in the future, the stringency of climate policy commitments will have limited impact on wholesale price development. Three new signatories have joined the WB6 regional electricity market integration initiative. The Romanian transmission system operator CNTEE Transelectrica SA, the Greek transmission system operator IPTO SA and the Greek market operator LAGIE SA have signed the Energy Community’s Western Balkan 6 Memorandum of Understanding (MoU) on regional electricity market development. The initiative is aimed at taking steps towards electricity trading on integrated spot markets, regional balancing and regional capacity allocation. The new signatories will join the Programme Steering Committee on day-ahead market integration, whose task is to address all measures and steps needed for going-live of functioning day-ahead markets in and between the signatory countries. At the begin of February 2017 the Parliament of Albania passed the Law on Promotion of the Use of Energy from Renewable Sources. The draft law was challenged by the investors in the small hydropower plants in the country, but in last the Secretariat’s Negotiation Centre and Dispute Resolution facilitated the negotiations between the producers and the Albanian government and parliamentary committee about the draft to be proposes in the general assemble. A compromise solution found in December 2016, served as a basis for a special provision now incorporated within the new law. Part of the compromise is that the Secretariat will be involved in the setting of the methodology for the calculation of the support scheme applicable to existing producers. What is the project about? The initial idea of the project came from the National Energy Strategy and the previous climate change studies such as the Albania’s First National Communication and Technology Needs Assessment, which do promote and recommend Solar Water Heating (SWH) as one of the promising technologies to reduce electricity and fuel wood consumption with a significant contribution towards greenhouse gas emission reduction. According to the mentioned studies, over 70% of domestic hot water needs of the household and service sector in Albania is supplied by electric boilers, while the energy demand for hot water in Albania is projected to grow from 600 GWh in 2000 to 875 GWh in 2015, in the residential sector alone.
