WB6 Memorandum of Understanding on strengthening regional electricity market integration welcomes new signatories, 13 Mar 2017

Three new signatories have joined the WB6 regional electricity market integration initiative. The Romanian transmission system operator CNTEE Transelectrica SA, the Greek transmission system operator IPTO SA and the Greek market operator LAGIE SA have signed the Energy Community’s Western Balkan 6 Memorandum of Understanding (MoU) on regional electricity market development. The initiative is aimed at taking steps towards electricity trading on integrated spot markets, regional balancing and regional capacity allocation. The new signatories will join the Programme Steering Committee on day-ahead market integration, whose task is to address all measures and steps needed for going-live of functioning day-ahead markets in and between the signatory countries. Albania need to address barriers for an accelerate uptake of renewables by Dr Lorenc Gordani on 14th March 2017

At the begin of February 2017 the Parliament of Albania passed the Law on Promotion of the Use of Energy from Renewable Sources. The draft law was challenged by the investors in the small hydropower plants in the country, but in last the Secretariat’s Negotiation Centre and Dispute Resolution facilitated the negotiations between the producers and the Albanian government and parliamentary committee about the draft to be proposes in the general assemble. A compromise solution found in December 2016, served as a basis for a special provision now incorporated within the new law. Part of the compromise is that the Secretariat will be involved in the setting of the methodology for the calculation of the support scheme applicable to existing producers.
