Yesterday, the Energy Community Gas Action Group welcomed a draft strategy for establishing functioning gas markets in the Energy Community and fostering pan-European gas market integration. The strategy - “Energy Community Gas Action 2020” - prepared by the Secretariat, outlines legal, market and infrastructure measures in order to help overcome shortcomings of the present gas infrastructure connectivity and market structures and attain more liquidity, competition, diversification and security of supply in the Energy Community region. The Group agreed to form working groups to steer the implementation of the measures. The mining and extractive industry in Albania, according to figures, marked a positive performance in 2015, despite being a difficult year due to low prices of raw materials in the international markets. The latest report of “Extractive Industry Transparency Initiative” reflects a positive trend in its figures. The production generated from oil, mining and hydro-power plants in 2015 was estimated at USD953 million, while contributing to the state budget with 4.1 percent of total revenue. In 2014, the generated output was estimated at $815 million and the contribution to the budget was 3.5%. But how is the situation in each individual sector? The electricity market has fundamentally changed since 2009 when the Third Internal Energy Market Package was introduced. Through common energy market rules and cross-border infrastructure, energy can be produced in one EU country and delivered to consumers in another. The WBs, representatives of transmission system operators, regulatory authorities, ministries of energy and power exchanges of the Western Balkans 6 (“WB6”) participants signed a Memorandum of Understanding on Regional Electricity Market Development, thus establishing a framework for future cooperation in Vienna, on 27th of April 2016. Four countries from the Balkan region – Bulgaria, Croatia, Montenegro and Romania – reached their national targets for the share of renewable energy in total consumption by 2020, according to latest Eurostat data for 2015. Share of energy from renewable sources in final consumption in Romania reached 24.8 percent, achieving the country’s EU 2020 target, which was set at 24 percent. Montenegro is the regional leader with 43,1 percent (against the 33 percent target), while Croatia has beaten its own target by nine percent and is getting 29 percent of energy from RES. With 18,2 percent Bulgaria has met its 16 percent target. The latest Eurostat report does not have data for Serbia and Bosnia and Herzegovina. Secretariat escalates infringement case against Serbia for lack of participation in a regional platform for allocation of electricity cross-border capacities, 20 Mar 2017

On 17 March 2017, the Secretariat sent a Reasoned Opinion to Serbia for non-compliance of the national electricity transmission operator, Elektromreža Srbije (EMS), with its obligation under Energy Community law to participate in a regionally coordinated mechanism for allocation of electricity cross-border capacities. The Reasoned Opinion is the second step in the dispute settlement procedure initiated by the Secretariat in 2011. Despite various negotiations between the Secretariat and the Serbian parties since then, EMS at no point in time complied with the relevant obligations of the Energy Community acquis communautaire. EMS is the only Contracting Party transmission operator that to date does not participate to any regionally coordinated allocation of cross-border capacities, be it the South East European Coordinated Auction Office (SEE CAO) or the Joint Auction Office (JAO).
